A system like that would never work great do to dialup and broadband using dynamic IP's.
1. You could limit it so that only a person from X IP could use that account. Most people's IP's change often enough that this would not work well.
2. You could only allow one registration per IP. This again does not work because dialup users reuse each others IP's all the time, then you also get the problem of multiple people who want to use the site who are on a lan or share a computer who all have the same IP.
THere are just to many problems iwth a system like this. A good way to prevent spammers from getting on your site is is with account authentication and then use word and ban filters to make there spamming pointless anyway so they wont even try.

I believe it's a built in feature in IPB. But again: think of the dial up users. And even some broadband providers change ip's. I know for comcast the IP cycle is 4 days, provided that you arnt connected when the cycle occurs (which can be rare, I know). But then there's AOL, the enemy of all web masters, where they change IP's like changing socks :-". Well..... even more than that I'm sorry to say (even with their broadband).

I used the invisionize mod and it works pretty good..occasional one squeeks by though. I also state my board's policy in the TOS so there is no confusion. If someone can prove that they are not in fact the same person that registered prior to them with the same ip I make an acception. But I find that more often than not someone is just trying to create a second account.

I reccomend the mod at invisionize.

Yeah, I change my socks every other page load. Changing them
every page load would just be silly!
