Yes you have the ability to give a user access to the ACP and restrict anything you do not want them to access in IPB 2.1

its called ACP Restriction Permissions and is actually a pretty cool system. much better than special administration access mods out there already.

You're not still running Alpha 4, are you? Use Beta 5; it's the latest available.
