Does anyone have this game?

I'm in Tahgira, the ice place, and I'm trying to bring heat to the lake -- however, the Bahro no longer brings steam when you throw the tablet on the ground with the steam symbol, so the steam doesnt go into the pipes, and I can't use the buttons next to the lake.

Anyone have any idea what's going on?

But it doesn't explain why the heat symbol wont work anymore.
