Hi
When a user of my forum clicks on the 'reply' button on a post (as opposed to 'add reply'), it quotes that post. Is this suppose to happen because it makes the qout button redundant?

Yes, that is by design.
The 'quote' button is to allow you to quote multiple posts. The reply button is a quicker way of quoting one post.
