Number of posts a member must have over before allowing them to change their member title?

I would like to see this as a per-usergroup option (Can Edit member title? yes/no) rather how it is currently set up.

I would really like to see this.

I would also like to see separate member titles for separate groups (so staff don't have "Advanced Member" but instead have "Staff")
