Users invariably have absolutely no idea what this error message means.
For 2.2 or 3.0, it would be nice if it gave a better explanation of what is wrong (e.g. if it points out the exact portion of the URL which it has taken issue with). I know the error reporting system is being revamped for 3.0 so that would be a good opportunity to make this change.
