It would be nice to have a feature that will let only one user to select one avatar so members can not use the same one.

Firstly, this is an IPB suggestion, not Gallery, so I'll move it.
Secondly, why would that be a problem? IPB comes with ~20 avatars...if only one member could use one avatar, only 20 members could use included avatars. I don't see the point in stopping members from using the same avatars (or trying to) (they could, for example, link to the same image using the link instead of built in Avatar Gallery, or they could upload the same image via the upload routine).

I would go to www.invisionize.com and request this as a modification.
