I would like people to be able to log in, and use different function on my websites, forums, articles, and other gallery using a single login. Is this what ip.coverage is? I want to be able to use groups and auth levels across my website like people do with PHPBB. I see lots of talk about linking several forums to a single database, but does this allow you to link other applications to the authentication system as well?

Hello,
Noting, first of all, that Converge is still in beta stages (so you use it at your own risk in other words), the answer is yes and no.
Converge's design is ONLY to handle authentication. That is, "Is this user's login information correct" and nothing more.
You can create converge modules for your other applications (*we have developer documentation available for this, however we do not provide support for it) which will then be able to talk to Converge. At this point, your local module should handle the permission access levels and such.
On the front of it all, user's will login once and be able to access all your modules (as long as they are Converge aware). On the backend, permissions are handled individually by the application.

completely off topic but I kinda like the name ip.coverage you might want to change ip.converge to that
