First of all excuse me for my bad english, but i'm french...
I just want to know if IP dowload could be able to watch a ftp server ? Is it linkable to paypal service ? I just want to share a large amount of files, and the ftp server is the only solution i've found. People could log with IP Board and i want to manage different type of account (depending on different level of donation via paypal).
User could also upload files in one folder wich is located on the ftp server.

1) IP.Downloads does not have the capacity to monitor a FTP server, no.
2) IP.Downloads is not directly linkable to Paypal, however IP.Board is. You may be able to setup group promotions based on purchased subscriptions that change member's access levels in IP.Downloads
