When IP.Converge goes down, but the board it is handling is still active (say, if the software that deals with IonCube gets hosed), then users who try and register are told that the email address they are trying to register with is already in use; this is clearly not actually accurate. This error message needs to be more clear so that people who contact the Admin with it are giving them an accurate error message to go on, and IP.Board needs to notify the Admin as well. The Admin should not have to find out about this by word of mouth from disgruntled members who were unable to register.

I would suggest adding a bug report on this. Maybe it should say something along the lines of "Our registration system si down" or something similair to it.
