In ACP -> COMPONENTS -> IP.Blog -> Content Blocks

Is there any big difference between Enable and Install? If Uninstall a block, it will be drop into the Uninstalled Plugins, so, it's Disable.

Does it really need a Enable/Disable check box in this part?
