Hello,

In ACP -> COMPONENTS -> IP.Blog -> Content Blocks

Does 'Default' check box mean when a member create a blog, the content block which was set Default would be shown out by default in his blog?

Does 'Locked' check box mean a member couldn't remove the content block which was set Locked from his blog?

Yes.
Anyway you can test it on your test forum.

Thanks! Recently tested too many things in my job as to be tired to death on hearing the word 'test'.

this will set every item by default to appear...

the member can disable it himself.
