I tried blog here and did not see option to let me put blocks on left, so it becomes Small-Large-Small columns
only 2 columns?
can I make it 3 columns and let members decide where to put blocks **in a EASY way* such as on their own control panel

don;t really expect members will like to edit CSS themselves

Look at My Controls -> Community Blog Section, Content Block Settings. You can choose left or right.
